It is absolutely necessary to state that it is not possible to identify a single city that should be considered the most developed in terms of ensuring the happiness of its inhabitants. This is due to many factors. On the one hand, it is the result of different classification of cities in the world, the scale of their impact, the number of inhabitants, the availability of resources, the nature of the problems they have to face due to natural conditions or geopolitical location. It is also a matter of choosing the right solutions aimed at achieving the intended result.

A city of happy people will always mean something completely different in the feeling of a five-year-old expecting places to play and the opportunity to build relationships with parents as part of the time spent together, where a quick return home from the workplace will be crucial. Other expectations will be defined by students, working people, seniors or groups that are disadvantaged for various reasons.

Therefore, it is not possible to establish a single city-leader, although it is most appropriate to create a group of cities that can be included in a wide group developing towards the happiest, where 
educationinclusive policieseconomymobilityenvironmental protectionaccess to green areas or innovation are not only important components of the policies created, but are also visible in the implemented solutions that have a direct impact on the quality of life of residents.

However, the members of that group cannot be regarded as permanent and immutable either, which is particularly easy to analyze on the basis of the changing conditions in which they operate. It is therefore a collection of cities whose activity deserves recognition. These units in a rational, innovative and effective way implement solutions that have a direct impact on the level and quality of our lives. Still, their activity must be periodically verified, especially with regard to the quality of public services provided, in response to new challenges.
